The core purpose of this opportunity is to build a clearer, evidence-based understanding of how HAB events affect people and communities, not just ecosystems. Funded work is meant to strengthen decision-making for HAB response and longer-term management by producing practical information that can be used at local, state, and regional scales, while also contributing to the groundwork for improved national-level assessments of HAB-related social, cultural, subsistence, and economic impacts.
Applicants must anchor their proposal in at least one of three main priority areas: (1) social and/or cultural impacts of HAB events and responses, (2) economic impacts of HAB events, or (3) impacts of HAB events on subsistence. Within whichever priority area is selected, proposals are considered especially strong when they pursue one or more of the program's key objectives. Those objectives include analyzing how HABs affect different human uses of coastal and marine resources (such as commercial fishing, recreation, tourism, and subsistence harvesting), examining how individuals, communities, and industries may be vulnerable or resilient to HAB disruptions, studying how people change their behavior during or after HAB events (including how they respond to advisories or management actions), and quantifying the costs and benefits of prevention, control, and mitigation strategies.
The program provides concrete examples of the kinds of questions it wants projects to tackle. On the social and cultural side, this can include documenting changes in recreation and tourism patterns, shifts in community well-being, psychological stress, conflict within or between stakeholder groups, and unequal impacts on vulnerable or underserved communities. For subsistence-focused work, examples include measuring lost access to fishing or seafood resources, changes in subsistence practices, and associated social and cultural harms. For economic studies, the opportunity encourages work that estimates losses and costs by sector (such as aquaculture, seafood businesses, recreational industries, and coastal tourism), measures household or community-level effects related to commercial, recreational, or subsistence fisheries, and evaluates policy interventions and avoidance behaviors (for instance, reduced trips, canceled bookings, or changes in purchasing) that carry real economic consequences.
A major emphasis of the grant is producing usable outputs rather than purely academic findings. Expected products include improved methods and strategies for accurately assessing direct social, cultural, subsistence, and economic impacts at the local to regional scale, as well as transferable approaches that can be applied to different HAB events and in different places. NOAA anticipates funding roughly 3 to 5 projects under this opportunity, with an expressed intent to support at least one project centered on social, cultural, and/or subsistence impacts and at least one focused on economic impacts. The listed award ceiling is $400,000, and the notice indicates up to about five awards are expected.
The announcement also draws clear boundaries around what it will not fund, mainly to avoid duplicating other NOAA or federal efforts. Non-applicable topics include most inland or freshwater HAB research, except for the Great Lakes and coastal waters as defined by the Coastal Zone Management Act; however, research on freshwater toxins transported into coastal zones is allowed. Proposals are expected to define outcome-based management goals and outline an ongoing engagement plan (for example through workshops, trainings, annual meetings, or coordination calls).
