Opportunity Information: Apply for MEDIA FY24 ARM 02
The Investigative Journalism Training Program is a U.S. Department of State grant opportunity run by the U.S. Embassy in Yerevan to strengthen Armenia's independent media by improving the practical skills and professional preparation of aspiring journalists. The central idea is to build a steady pipeline of well-trained reporters who can produce credible, fact-based investigative work, reduce the impact of misinformation and disinformation, and support democratic accountability by helping the public access accurate information. The program is expected to reflect U.S. best practices in journalism education and incorporate modern, high-quality multimedia production approaches rather than relying only on traditional classroom instruction.
The Embassy is using a two-step application process. Organizations first submit a short Statement of Interest (SOI), limited to 1 to 3 pages, that clearly explains the project concept and objectives. This initial submission is not a full proposal; it is meant to screen and refine ideas before applicants invest time in a complete application. After a merit review, selected applicants are invited to submit a full proposal, which then goes through a second merit review before the final award decision is made.
The opportunity is rooted in concerns about Armenia's media environment, where disinformation has grown and journalism education has not kept pace with current newsroom needs or the evolving tactics used to spread misleading narratives. A needs assessment conducted by the Embassy with media stakeholders found an urgent gap in university-level and early-career training, especially in investigative reporting and multimedia storytelling. In response, the Embassy is looking to fund the creation of an innovative training space or center equipped with up-to-date technology, software, and production tools so participants can learn by doing, not just through lectures. The intent is to provide structured, supplemental training for undergraduate journalism students and early-career journalists that meaningfully improves professional standards and real-world employability.
The project goal is to strengthen the Armenian media landscape by upgrading journalism education and practical capacity, with a clear emphasis on investigative and evidence-based reporting. The objectives include improving core reporting skills for accurate, fact-driven journalism; building investigative competencies such as data-driven reporting, credible sourcing, strong interviewing, and media ethics; training participants in current audio and visual production techniques to create engaging multimedia content with public impact; requiring each participant to produce an investigative story or multimedia piece as a capstone; supporting career development through internships with local media outlets; and offering follow-on support for graduates through fellowships and continued networking and learning opportunities so skills translate into published work and sustained professional growth.
The award envisions a two-year implementation period that includes setting up the training program, designing the curriculum, enrolling students, and delivering two one-year training cycles. Across both years, the program should train at least 50 aspiring journalists, generally 25 to 30 per year. The curriculum is expected to be comprehensive and tailored to modern investigative and multimedia reporting, with potential course areas including investigative journalism, data journalism, fact-checking, ethics and media law, tech in journalism, photo and video storytelling, video shooting and editing, design and visualization (including animation), introductory journalism and creative writing, and English for journalists. A key experiential requirement is that each graduate completes a capstone investigative piece, ensuring the program produces tangible outputs and not just certificates.
Several specific deliverables are highlighted for full proposals. These include bringing in at least one U.S. expert to conduct a master class during the two-year period, placing at least 20 students into internships with local media outlets, and providing alumni with fellowships to develop public-interest journalism and deeper investigative projects after graduation. Applicants invited to the full proposal stage will be expected to present a clear methodology, detailed timeline, and realistic schedule that accounts for the setup phase, curriculum development, program operations, and student enrollment across two academic years.
The primary beneficiaries are Armenian journalism students and early-career or aspiring journalists, while secondary beneficiaries include alumni who continue to receive professional support. The broader expected result is a healthier information environment: stronger investigative reporting capacity, improved ability to counter disinformation, and a media sector better equipped to scrutinize institutions and serve the public with accurate, ethical, high-impact journalism. The grant is offered by the Department of State, U.S. Mission to Armenia (Funding Opportunity Number MEDIA FY24 ARM 02), with an anticipated single award of up to $500,000, using either a grant or cooperative agreement instrument.Apply for MEDIA FY24 ARM 02
