Opportunity Information: Apply for PAS LIMA FY21 NOFO 002
The Notice of Funding Opportunity to Support Women in the Film Industry is a competitive grant program offered by the Public Affairs Section (PAS) of the U.S. Embassy in Lima under the U.S. Department of State (CFDA 19.040). It was created in response to the severe disruption COVID-19 caused across Peru's film and cultural industries, with a specific focus on addressing the barriers that women face in entering, staying in, and advancing within the audiovisual sector. The overall intent is to strengthen the professional pipeline for women filmmakers and film workers in Peru, expand access to practical training outside Lima, improve workplace safety and professional standards, and build lasting connections with peers and institutions in the United States.
At its core, the program is designed to help women in multiple film roles, not just directors or producers. It explicitly aims to support female directors, producers, screenwriters, and technical crew members, with an emphasis on amplifying women's voices and reducing gender-based obstacles that limit their ability to work consistently and safely. Applicants are asked to propose a plan that creates meaningful training opportunities throughout Peru, especially in regions outside the province of Lima, where access to professional development and industry networks is often more limited. The Embassy also wants the program to encourage collaboration and exchange with the international film community, particularly the U.S. film industry, so that Peruvian participants gain exposure to different professional practices, standards, and opportunities.
A major expectation is that the funded project functions not only as a training series, but also as a network-building and information-sharing platform. The opportunity encourages proposals that connect senior-level professionals with emerging talent and recent graduates, creating a structure for mentorship, guidance, and professional support. It also calls for better dissemination of resources such as funding opportunities, training options, and technical skill-building pathways available in both Peru and the United States. To reach the intended audience, the project may rely on social media platforms or other communications tools that effectively connect with women working in film and related fields. Programming is expected to combine virtual activities with in-person events when conditions allow.
The Embassy ties this opportunity to its broader Integrated Country Strategy in Peru, highlighting gender integration as a cross-cutting priority and reinforcing goals around women's empowerment and entrepreneurship. In practice, that means proposals should not treat gender equity as a side benefit, but as a central design principle that shapes who is served, where activities happen, what skills are taught, and how workplace conditions and professional norms are addressed.
If selected, the grantee must commit to carrying out at least six activities from a menu of nine options. These options include organizing multiple conferences with U.S. women specialists (four virtual and at least two in-person when possible) focused on issues that help increase the number and success of women-led film projects. They also include delivering regional, skills-based courses in provinces outside Lima with U.S. specialists, and deliberately allocating resources to train indigenous women filmmakers while fostering intercultural cooperation. Other required activity options focus on promoting gender balance in film projects with participation from both men and women, and improving workplace safety by promoting nondiscrimination laws and supporting implementation of SINCA's "Protocol for Good Labor Practices in the audiovisual sector." The program can also include establishing a Peru chapter of Women in Film and Television International, paired with an institutional partner such as a professional guild or academic institution to help ensure long-term sustainability. Additional activities include launching a mentoring initiative with senior women supporting early-career professionals through informal conversations, facilitating regular exchanges of information about funding and technical training across key departments (cinematography, editing, casting, production design, costume, production, screenwriting, lighting, sound, and more), hosting events where senior and emerging professionals share achievements to build leadership, and presenting a concrete sustainability plan showing how the network continues after the grant ends.
An additional component requires the grantee to identify three to five women filmmakers who are actively producing their own film projects and would benefit from English language instruction so they can better apply to and participate in U.S. film festivals. Funding for this English-language support is capped at $5,000 total, covering one to two years of classes delivered through the American Spaces (binational center) network in Peru. This piece is meant to remove a practical barrier that often limits international festival participation, professional mobility, and cross-border collaboration.
Administratively, the opportunity is a discretionary grant with a maximum award amount (award ceiling) of $25,000, and the Embassy anticipated making one award. The opportunity was posted on June 9, 2021, with an original closing date of July 15, 2021. Eligibility information in the listing includes nonprofits with 501(c)(3) status (other than institutions of higher education) and additional eligible applicants described in the full notice, with the program explicitly inviting filmmakers, producers, film technicians, cultural and educational institutions, and film guilds to propose and implement the project. The Spanish version of the opportunity was made available through the U.S. Embassy in Peru's funding opportunities webpage.Apply for PAS LIMA FY21 NOFO 002
