Projects under this topic may be grid-connected and/or designed to provide power directly to individual or multiple tribal buildings. Topic Area 2 targets broader community needs by supporting community-scale energy generating systems on tribal lands that supply electricity and/or heating and cooling to many buildings or potentially an entire tribal community; these projects are intended solely for grid-connected energy generating systems. Topic Area 3 addresses emergency preparedness and resilience by supporting energy systems capable of autonomous operation, either by operating independently of the traditional centralized grid or by being normally grid-connected but able to disconnect and continue powering essential loads during outages. Under Topic Area 3, projects can be sized to back up a single essential load, multiple essential loads, or a substantial portion of essential community loads depending on the resilience goal.

The FOA anticipates cost-shared projects, meaning applicants are expected to contribute a portion of project costs consistent with the cost-share requirements described in the full announcement. DOE stated an intent for approximately 50 cost-shared projects in total outcomes, while projecting it would make approximately 6 to 15 awards under this specific FOA round. The estimated federal funding available was projected to fall between about $5.5 million and $11.5 million, contingent on Congressional appropriations, and DOE noted it could choose to fund projects in one, multiple, or none of the topic areas depending on application quality and available funds. The award ceiling listed is $1,000,000, indicating individual awards were not expected to exceed that amount.

For timing and submission logistics, the FOA was created on February 16, 2018, and applications were due April 19, 2018 at 5:00 pm Eastern Time. Applications had to be submitted electronically through the EERE eXCHANGE system (https://eere-exchange.energy.gov), and applicants were required to register and create an account in that system before submitting. DOE emphasized that eXCHANGE enforces hard deadlines: the system disables the APPLY and SUBMIT buttons at the deadline, so late submissions are effectively prevented by design. DOE also offered an informational webinar on February 27, 2018 at 3:00 pm Eastern to walk potential applicants through the opportunity, including eligibility, required application components, cost share and other requirements, the question process, and how applications would be reviewed and selected. DOE indicated the session would be recorded and posted for later viewing for those unable to attend live, providing an additional resource for tribes and tribal entities preparing proposals.
