Opportunity Information: Apply for PDS SUDAN NOFO FY2024 02

The Alumni Engagement Innovation Fund FY24 (Sudan) is a U.S. Embassy Sudan grant competition for Sudanese alumni of U.S. government-funded or U.S. government-sponsored exchange programs. The fund is designed to help exchange alumni turn their experience and professional networks into practical, community-facing projects. Applications must come from a team of at least two alumni, and projects must be implemented outside the United States and its territories. The Embassy will consider projects implemented inside Sudan, but proposals must include a serious risk assessment and a monitoring plan that addresses security risks and backup options given the current instability. The opportunity is administered as a discretionary grant by the U.S. Mission to Sudan under Funding Opportunity Number PDS SUDAN NOFO FY2024 02, with an award ceiling of up to $35,000.

Projects must directly fit one of four priority themes, and proposals that do not clearly align with at least one of these themes are considered ineligible. The priority areas are: supporting survivors of gender-based violence and conflict-related sexual violence, conducting peacebuilding activities, combatting disinformation and misinformation, and promoting English language learning. For projects implemented outside Sudan, the Embassy expects a clear explanation of who the beneficiaries are, where they are located, and how the project will realistically reach and engage them.

Eligibility is limited to Sudanese exchange alumni and alumni associations of U.S. government exchange programs (including programs connected to the J-1 Exchange Visitor framework). Teams may include alumni from different exchange programs and even different countries, but the proposal must be submitted by eligible exchange alumni or alumni associations; other organizations cannot apply on their own. U.S. citizen alumni are not allowed to submit proposals as applicants, though they may participate as team members. Alumni teams are allowed to partner with nonprofits, NGOs, think tanks, and academic institutions to carry out activities, and the grant can be awarded either to an individual alumnus/alumna or to a partner organization. If an organization is the recipient, it must have a Unique Entity Identifier (UEI) and an active SAM.gov registration; individuals do not need UEI or SAM registration.

Applications must be submitted by email to khartoumembassygrants@state.gov no later than 11:59 p.m. Khartoum time on Friday, March 1, 2024. The Embassy provides the official application and budget templates by email to eligible applicants, and submissions must use those required forms. All materials must be in English, budgets must be in U.S. dollars, and pages should be numbered. Required documentation includes the standard federal forms (SF-424 for organizations or SF-424-I for individuals, SF-424A, and SF-424B), the AEIF 2024 proposal form, and the AEIF 2024 budget form with a detailed budget narrative. Proposals are expected to lay out a clear problem statement, goals and measurable objectives, a realistic project design and timeline, expected direct and indirect beneficiaries, any local partners, a communications and outreach plan that incorporates AEIF 2024/Exchange Alumni/U.S. Embassy branding, and a monitoring and evaluation plan explaining how results and outcomes will be tracked (for example, changes in knowledge, attitudes, capacity, or service quality).

The opportunity also has strict funding restrictions that applicants need to plan around. AEIF 2024 will not fund travel to or from the United States or any activities in the United States, and it does not cover staff salaries, office rent, or general overhead/operational costs. It also excludes large durable equipment purchases or construction, alcohol and excessive hospitality, entertainment, academic or scientific research, charitable or broad development assistance, and direct provision of social services. The program will not support individual scholarships, social travel, gifts or prizes, duplicative projects, institutional development of an organization, venture capital or for-profit ventures (including charging participation fees), religious activities, fundraising campaigns, or partisan political activity and lobbying. Finally, applicants or entities with prior grants who have not completed required reporting are not permitted to apply for new awards. Questions about the process are directed to the same Embassy grants email address listed above.
