Priority areas include promoting transparency and anti-corruption efforts, strengthening public service delivery (with particular attention to vulnerable and/or marginalized communities), and supporting access to justice. A major theme is accountability: proposals should help citizens better hold government responsible for its duties, push for policy or practice changes, and improve transparency at local and national levels. Applicants are expected to include clear objectives and measurable indicators so progress can be tracked and demonstrated over time.
While Pillar II is the main emphasis, proposals may also incorporate elements connected to Pillar III (promoting respect for human rights, labor rights, and a free press) and Pillar IV (countering and preventing violence, extortion, and other crimes linked to gangs, trafficking networks, and organized criminal groups). Even with that flexibility, there are firm restrictions: grant funds cannot be used for law enforcement activities, training law enforcement personnel, or providing social services.
Eligible applicants include U.S. nonprofit or nongovernmental organizations with IRS 501(c)(3) status, overseas-based NGOs, U.S. or overseas public and private institutions of higher education, and public international organizations. The Department of State, U.S. Mission to Belize is the sponsoring agency, and the legal authority for the program comes from the Foreign Assistance Act of 1961, as amended. The Embassy also notes that it may choose to fund some, all, or none of the applications received and will decide final award amounts based on its review and funding decisions.
